Notice of the National Health Commission on the Progress of Investigation and Disposal of Public Opinion Investigation and Disposal of Xiao

Recently, Xiao from the thoracic surgery department of the Sino-Japanese Friendship Hospital was reported by his wife for violating life discipline, medical ethics and other issues, which aroused social concern. The National Health Commission quickly established an investigation team and sent a working group to the units involved. In conjunction with relevant parties, they conducted a thorough investigation of Xiao's professional behavior, medical ethics and medical style, Dong Mouying's admission qualification, learning status, academic papers, graduation thesis, entry process, standardized training management of resident physicians, and investigated relevant issues and the units, departments and personnel involved. The progress of investigation and disposal is now reported as follows.

1. Xiao’s main problems in violation of regulations, discipline and laws. Xiao, male, born in October 1986, was the deputy chief physician of the Department of Thoracic Surgery at the Sino-Japanese Friendship Hospital. When Xiao performed a thoracoscopic lobectomy on a patient in July 2024, he was the main person in charge and the surgeon of this operation, and had a dispute with the nurse who went to the circulating. He interrupted the operation process when the patient had entered anesthesia, left the operating room without authorization and took away the surgical assistant, putting his personal emotions above the patient's life safety. He did not recognize the particularity of the doctor's identity and the medical safety risks brought to the patient. He had an improper relationship with Dong Mouying and others during the marriage. His behavior seriously violated the professional ethics and medical ethics norms of doctors, causing bad social impact. The Sino-Japanese Friendship Hospital has expelled Xiao from the party and terminated his employment relationship. In accordance with the laws and regulations on physician management, the Beijing Municipal Health Commission revoked Xiao's medical practice certificate and imposed a penalty of banning medical and health services for more than five years. The Sino-Japanese Friendly Hospital was ordered to correct, warn and fined within a time limit.
2. The main problems of Dong Mouying’s violations. Dong Mouying, female, born in June 1996, was sent to work at the Cancer Hospital of the Chinese Academy of Medical Sciences through a third-party personnel agency in August 2023. She went to the Sino-Japanese Friendship Hospital for standardized residency training in September 2023. She returned to the Cancer Hospital of the Chinese Academy of Medical Sciences for continued training in September 2024. She has not yet completed standardized residency training. When Dong Mouying applied for the pilot class for reforming the clinical medical professional training model of Peking Union Medical College in 2019 (hereinafter referred to as the "4+4" pilot class of Peking Union Medical College), there was a fraud in the admission qualification. The 2019 overseas enrollment targets of the "4+4" pilot class of Peking Union Medical College should be undergraduate graduates in the QS world university rankings or the top 50 in the world university rankings from 2018 to 2019. They must also complete pre-medical courses with a total credit of no less than 66 credits in accordance with the pilot class admission requirements. The four courses provided by Dong Mouying, including university physics AI, university physics AⅡ, organic chemistry B, and inorganic chemistry B, were forged in total, and did not meet the application qualifications of that year. The main part of Dong Mouying's 2023 doctoral thesis (except for the review) and the repetition rate of other dissertations from Beijing University of Science and Technology, which graduated in the same year, exceeds 20%. There are academic misconducts of plagiarism and serious circumstances. At the same time, 3 academic papers published by Dong Mouying as the first author or co-first author are improperly signed and 1 is a duplicate publication, which has problems with scientific research integrity.

The relevant violations and illegal behaviors of Peking Union Medical College against Dong Mouying will be revoked according to the procedures in accordance with the degree management laws and regulations, the student management regulations of ordinary colleges and universities, the measures for preventing and handling academic misconduct in colleges and universities, and the relevant management measures of Peking Union Medical College. The Beijing Municipal Health Commission revoked Dong Mouying's physician qualification certificate and physician practice certificate in accordance with the laws and regulations on physician management.

3. Inspection of the "4+4" pilot class of Peking Union Medical College. The "4+4" pilot class of Peking Union Medical College is a pilot program for recruiting outstanding non-medical undergraduate graduates from high-level universities at home and abroad to directly pursue a doctorate degree. It aims to promote the integration of medical education with multidisciplinary subjects and explore and promote the reform of eight-year medical education. In 2019, with the approval of the Ministry of Education, the average annual enrollment scale was about 30 people. This incident exposed the problems of Beijing Union Medical College in terms of admission qualification determination, clinical internship management, thesis defense and review, as well as students' ideological and political education, etc., such as the pilot plan, the management of the education, and inadequate implementation. Beijing Union Medical College is currently making in-depth rectification. The National Health Commission is working with the Ministry of Education to conduct a comprehensive assessment of the "4+4" pilot project of Peking Union Medical College and urge reform and improvement.

At present, the National Health Commission's investigation team is working with relevant departments to conduct in-depth investigations on relevant units and personnel involved in this incident, and will hold accountable for violations of regulations, discipline and laws, and the investigation will be announced to the public.

The National Health Commission will organize special rectification of medical quality, safety, medical ethics and medical style in the national health system, adhere to people's health as the center, promote professional spirit and humanistic spirit, and strive to provide safe, effective and convenient medical and health services to the people.
