Our Stargate project is an unprecedented investment in the US AI infrastructure. In January this year, we jointly announced the project with President Trump and partners Oracle and SoftBank. At present, the first supercomputing park in Abilene, Texas has started construction, and more parks will be available in the future.
Many countries have expressed to us that they hope we can help them build similar AI infrastructure and that they want to have their own "Star Gate" similar projects. Now everyone knows that this type of infrastructure will become the pillar of future economic growth and national development.
Technological innovation has always driven economic growth by helping people expand their capabilities. AI will expand human creativity and promote more prosperity by expanding our freedom in learning, thinking, creating and producing.
We want to help these countries and promote “democratic AI” in the process, that is, the development, use and deployment of AI should protect and integrate long-standing democratic principles.
For example, people have the freedom to choose how to use and guide AI; prevent governments from using AI to accumulate control; and ensure a free market for free competition.

Today, we launched the new plan "OpenAI for Countries" within the framework of the Stargate project. Now is the time for us to act to support countries that want to build on the “democratic AI” track, and we also offer a very different option from the authoritarian version of AI.
In response to these interested governments, OpenAI provides a new model of cooperation for the intelligent era. Through formal infrastructure collaboration and coordination with the U.S. government OpenAI will provide the following services:
- Cooperate with various countries to help them build domestic data center capabilities. These secure data centers will help safeguard national data sovereignty, develop new local industries, and allow countries to customize AI and leverage their own data in a private and compliant way.
- Provide customized ChatGPT services to citizens of various countries. This will help improve healthcare and education, provide more efficient public services, and more. This AI will be dominated by people of all countries, meet the needs of people of all countries, use the language of each country, adapt to the culture of each country, and respect future global standards.
- Continuously improve the security and guarantee measures of AI models. As our models become stronger, we will continue to invest in the processes and controls needed to deploy, operate and protect models, including data centers and physical security. As part of AI security, respecting democratic procedures and human rights is crucial. We look forward to collaborating in the future direction of shaping AI’s global democratic investment.
- Jointly raise and deploy the national entrepreneurial fund. Using local funds and OpenAI funds, we can foster a healthy national AI ecosystem so that new infrastructure can create new jobs, new companies, new revenues and new communities for each country, while also meeting the needs of the existing public and private sectors.
The partner countries will also invest in expanding the global "Star Gate" project, thereby consolidating the United States' leadership in the field of AI and creating a growing global network effect for "democratic AI".
As OpenAI promotes the "OpenAI for Countries" program, our goal is to carry out 10 projects with various countries or regions in the first phase of the program and further expand on this basis.
