Promote the deep integration of the real economy and the digital economy in an integrated manner

 The Third Plenary Session of the 20th Central Committee of the Communist Party of China emphasized the improvement of the system to promote the deep integration of the real economy and the digital economy. Accelerate the construction of a system and mechanism to promote the development of the digital economy and improve the policy system to promote digital industrialization and industrial digitalization. Promoting the deep integration of the real economy and the digital economy is a key measure to seize the strategic opportunities of the new round of scientific and technological revolution and industrial transformation, cultivate new quality productivity, and build a modern industrial system. In recent years, my country's real number fusion has been further moved from the "freehand brushwork" of top-level design to the "fine brushwork" of practical implementation, and the systematic promotion of real number fusion has formed a series of outstanding results.

  Comprehensively understand the three major "fusion" achievements of real numbers fusion

  The scenarios of industrial integration and real numbers integration continue to be enriched. In recent years, my country's digital technology has accelerated its in-depth penetration into thousands of industries, profoundly affecting and reconstructing the economic and social structure. The scale of my country's digital economy has increased from 11.2 trillion yuan in 2012 to 53.9 trillion yuan in 2023, and the scale has expanded by 3.8 times in 11 years. The integration of informatization and industrialization has been deepened. my country has cultivated a total of 421 national-level intelligent manufacturing demonstration factories, built more than 10,000 provincial digital workshops and smart factories, and promoted the digital transformation of nearly 10,000 small and medium-sized enterprises. "Internet +" life services have become a new engine of consumption. my country has been the world's largest online retail market for 11 consecutive years. The penetration rate of mobile payment ranks first in the world. New business formats such as online car-hailing, takeaway delivery, digital cultural tourism, and online medical care have been growing and growing.

  The momentum of the integration of factors is even more intense. Data elements have become one of the production factors parallel to land, labor, capital, technology, etc., and have gradually been integrated into all aspects of production and life, becoming a key strategic resource for developing productivity in the digital economy era. The issuance of policy documents such as the "Opinions of the Central Committee of the Communist Party of China and the State Council on Building a Basic Data System to Better Play the Role of Data Elements" provides a solid policy basis for the orderly circulation, efficient use and security guarantee of data. The superposition of advantages of "online super-large-scale data" and "offline super-large-scale market" has been further released. In key industries and fields such as intelligent manufacturing, smart agriculture, and commerce and circulation, a number of typical scenarios that clearly reflect the "multiplier effect" of data elements have emerged. In the past decade, the number of data merchants in my country has increased from 110,000 to more than 1 million, becoming an important part of the data industry and playing a key role in revitalizing the value of data elements.

  The base of the integration of facilities and real numbers is constantly being consolidated. Water, electricity and highways are infrastructure in the industrial economy era, and digital infrastructure including information networks, computing power facilities, application facilities, etc. has become an important cornerstone for supporting economic development in the digital era. In recent years, my country's information network infrastructure has been continuously optimized and upgraded, and the world's largest fiber and mobile broadband network has been built. The 5G network has covered all prefecture-level urban areas and county urban areas. The computing power infrastructure has reached the world's leading level. By the end of 2023, the total computing power scale has reached 230 EFLOPS (EFLOPS refers to the number of floating-point operations per second), ranking second in the world. The construction of integrated infrastructure is accelerated. By the end of 2023, there will be more than 340 industrial Internet platforms with industry and regional influence, and the number of industrial equipment connections exceeds 96 million units (sets), laying a solid foundation for the development of new industrialization.

  The integration of real numbers must grasp the three "integrated promotion"

  In the future, to further promote the integration of real numbers, we must adhere to the integrated, systematic and integrated thinking. From the application level, we must promote the full process application of production, distribution, circulation and consumption in an integrated manner; from the technical perspective, we must promote the construction of network connection, Internet of Things, digital connection and intelligent connection; from the ecological perspective, we must promote the full-chain coordination of science and technology, industry, capital and talents.

  Integrate the application of the entire process of production, distribution, circulation and consumption. Social reproduction is an organic system composed of four links: production, distribution, exchange and consumption. The integration of numbers and reality requires comprehensive and in-depth application around these four links to comprehensively improve the efficiency and level of social production. In the production process, promote the collaborative innovation of data technology products, application paradigms, business models and institutional mechanisms, and empower the cultivation and growth of emerging industries and the transformation and upgrading of traditional industries. In the distribution process, digital technology is used to continuously bridge the development "division" between regions, between urban and rural areas and between groups, and promote regional development coordination, urban and rural resource sharing, employment opportunities diversification, and public services equalization. In the circulation link, we must strengthen the spatial spillover effect of the integration of real numbers, break down market barriers that hinder the free flow of commodity factors, and promote the formation of a unified national market. In the consumption process, we must constantly create new products and scenarios around new demands, and promote the precise connection between production and consumption, so as to boost consumption through mutual promotion of supply and demand.

  Promote the all-round construction of network connection, Internet of Things, Digital connection and Intelligent connection in one go. The essential logic of digitalization is connection, data, and intelligence. Real-number fusion should fully realize network connection, Internet of Things, digital connection, and intelligent connection. Relying on ubiquitous networks, ubiquitous data, ubiquitous connections, and ubiquitous computing, it should be deeply integrated with various business scenario applications. To this end, we must accelerate the construction of a comprehensive, intelligent digital information infrastructure that is high-speed, ubiquitous, integrated world, cloud and network integration, intelligent and agile, green, low-carbon, safe and controllable, and open up the "main artery" of information for economic and social development. Accelerate the smooth circulation of data resources, strengthen the open sharing and development and utilization of data resources, promote the full integration of digital network and digital computing related facilities, and promote the trustworthy circulation of data resources across regions, departments and levels. Strengthen the open empowerment of artificial intelligence, build artificial intelligence training and service infrastructure that integrates data, algorithms and computing power, and build an efficient and collaborative artificial intelligence technology industry ecosystem.

  Integrate the coordination of the entire chain of science and technology, industry, capital and talents. The integration of digital and real should take the industrial chain as the end point, realize organic coordination with its innovation chain, capital chain, and talent chain, and promote the accelerated transformation of scientific and technological achievements into real productivity. We must build an innovation chain around the industrial chain and vigorously promote the research and development and transformation of digital technologies. Establish a cooperation mechanism of "scientist + entrepreneur + investor" to smooth the engineering and industrialization mechanism of innovative technologies. We must deploy capital chains around the industrial chain and cultivate "patience capital" in the digital economy field. Local government investment funds are encouraged to increase special investment in the digital economy, leverage and guide more social funds to flow to the digital innovation field, and guide financial institutions to innovate products and services. We must build a talent chain around the industrial chain and cultivate high-quality talents towards the forefront of digital development. Establish an education mechanism that collaborates between industry, academia and research, and strive to cultivate multi-level talents such as digital strategic scientists, digital leading talents, digital technology talents and skilled talents.
