The growth rate of 21 provinces outperforms in the first quarter or reaches the national level

 As of April 25, the "first quarterly reports" in 31 provinces have been released, and 21 provinces have outperformed the growth rate or reached the national level. Since the beginning of this year, all localities have implemented existing policies and a package of incremental policies, accelerated the layout of new quality productivity, and the main indicators of production demand have risen steadily, and economic operation has achieved a smooth start.

  Economic provinces take the lead

  In the first quarter, the total economic output of Guangdong and Jiangsu exceeded 3.3 trillion yuan. Guangdong Province achieved a regional GDP of 3352.551 billion yuan, continuing to rank first in the country. Jiangsu Province's GDP is 3308.86 billion yuan, and the gap with Guangdong has further narrowed. The total economic output of Shandong and Zhejiang is in the "2 trillion yuan" echelon, achieving regional GDP of 2346.6 billion yuan and 2230 billion yuan respectively. Sichuan, Henan, Hubei, Fujian, Shanghai and Hunan ranked fifth to tenth respectively. In the first quarter, the total economic output of the top ten provinces with GDP reached 19.5 trillion yuan, accounting for more than 60% of the national economy.

  Since the beginning of this year, facing the severe and complex external environment, major foreign trade provinces and cities have bravely shouldered heavy responsibilities, played their respective advantages, and showed a strong supporting and driving role. Wang Lingjun, deputy director of the General Administration of Customs, introduced that in the first quarter, Guangdong, Jiangsu, Zhejiang, Shanghai, Beijing, Shandong and Fujian had a total import and export of 7.78 trillion yuan, showing a continuous growth trend, accounting for three-quarters of my country's total import and export value, and it actually played a major role.

  Judging from the economic growth rate, in the first quarter, 21 provinces outperformed or remained at the national level. Tibet leads the way with a growth rate of 7.9%, 2.5 percentage points higher than the national average. Hubei's growth of 6.3% year-on-year, not only setting the highest growth rate in the past 12 quarters, but also maintaining a growth trend higher than the national level for the ninth consecutive quarter. The growth rates of Anhui and Gansu were 6.2%, Shandong, Zhejiang and Ningxia were 6.0%, Jiangsu and Henan were 5.9%, Guangxi and Tianjin were 5.8%, Fujian, Hebei and Jiangxi were 5.7%, Shaanxi and Xinjiang were 5.6%, Sichuan, Beijing and Jilin were 5.5%. Hunan and Inner Mongolia increased by 5.4% year-on-year, the same as the national level.

  Among the top ten provinces with total economic output, the GDP growth rate in eight provinces exceeds or reaches the national average. Guangdong's first quarter increased by 4.1% year-on-year, which was lower than its annual expected target, but was 0.6 percentage points higher than the full year of last year.

  Liu Xiangdong, deputy director of the Science and Technology Information Department of the China International Economic Exchange Center, said that as various macroeconomic policies continue to increase their efforts, major economic provinces achieved a "good start" in the first quarter, with sufficient quality of development, and led the steady development of new quality productivity with scientific and technological innovation, driving the transformation of new and old kinetic energy to accelerate, and strongly supported the national economy to maintain a positive momentum of recovery.

  Production demand is rising steadily

  Industry is the "ballast stone" of economic development. In the first quarter, the added value of industrial enterprises above the designated size in 31 provinces achieved positive growth, the growth rate of many industrial provinces such as Zhejiang, Fujian, Jiangsu, and Shandong exceeded 8%, and the profits of industrial enterprises above the designated size in major industrial provinces such as Hubei and Henan achieved double-digit growth.

  Since the beginning of this year, all localities have accelerated the layout of new quality productivity according to local conditions, accelerated the deep integration of scientific and technological innovation and industrial innovation, promoted the transformation and upgrading of traditional industries, the cultivation and growth of emerging industries, and the layout of future industries.

  The growth trend of new momentum industries is good. In the first quarter, the added value of advanced manufacturing and high-tech manufacturing in Guangdong Province increased by 5.9% and 5.3% year-on-year, accounting for 55.3% and 32.4% of the province's industries above the designated size respectively. As of the end of the first quarter, the scale of the core artificial intelligence industry in Guangdong Province exceeded 220 billion yuan. The added value of equipment manufacturing in Jiangsu Province increased by 11.2% year-on-year, and the contribution rate to the growth of industrial added value above the scale reached 71.3%. The total output value of the manufacturing industry in Shanghai's three leading industries, integrated circuits, biomedicine and artificial intelligence, increased by 7.2% year-on-year, 3.7 percentage points faster than the city's total industrial output value above the designated size.

  New products are growing rapidly. In the first quarter, the output of civil drones, industrial robots, service robots, integrated circuits and other products in Zhejiang Province increased explosively, increasing by 58.7%, 54.1%, 33.9% and 26.2% respectively. The production of lithium-ion power batteries for new energy vehicles, photovoltaic batteries and automobiles in Sichuan Province increased by 2.9 times, 2.3 times and 19.6% respectively.

  This year's "Government Work Report" proposes to "vigorously boost consumption, improve investment efficiency, and expand domestic demand in all aspects." Since the beginning of this year, all regions and departments have stepped up efforts to expand the implementation of the "two-fold" and "two-new" policies to promote the release of domestic demand potential.

  The old-for-new policy effectively stimulates consumption vitality. In the first quarter, Jiangsu Province's bulk consumption exceeded 58.4 billion yuan, and Gansu Province's new energy vehicles, household appliances, and communication equipment products increased by 49.5%, 98.9% and 47% respectively. Quality consumption increased strongly. In the first quarter, the retail sales of upgraded commodities such as sports and entertainment products, gold, silver and jewelry, and wearable smart devices in Zhejiang Province increased by 19.9%, 27.6% and 72.1% respectively, both significantly higher than the growth rate of retail sales of commodities above the limit. Chu Ying, chief statistician of Zhejiang Provincial Bureau of Statistics, believes that with the continuous increase in policy support, the new consumption field will continue to expand, the consumption supply will continue to be optimized, and the consumption potential will be further released.

  The driving effect of major projects is obvious. In the first quarter, the investment of projects in Henan Province with RMB 100 million or above increased by 7.6%, and the contribution rate to the province's investment growth reached 90.9%. Yunnan Province has vigorously focused on project planning and reserves, investment promotion and implementation construction, stimulated the vitality of private investment, and accelerated the construction of major projects. Fixed asset investment increased by 2.5% year-on-year in the first quarter, an accelerated by 10.2 percentage points over the whole year of last year.

  Investment in emerging fields is growing rapidly. In the first quarter, investment in high-tech industries in Beijing increased by 88.9%. Investment in the aviation, spacecraft and equipment manufacturing industries in Liaoning Province, and electronic and communication equipment manufacturing industries grew rapidly, increasing by 2.4 times and 32.7% respectively.

  Do a solid job in the second quarter

  The current external environment is becoming more severe and complex, and the foundation for my country's continued recovery and improvement needs to be consolidated. Recently, many provinces have held meetings to analyze the economic situation in the first quarter and study and deploy the next economic work. Judging from the trends of major economic provinces, it reflects the characteristics of prescribing the right medicine and implementing centralized policies in combination with changes in the situation.

  For example, Guangdong Province proposed to resolutely shoulder the political responsibility of economic provinces to take on the main role and focus more on promoting high-quality development. We must focus on the prominent problems facing the current economic operation to target policies, introduce more incentive policies as soon as possible, and as soon as possible, take the initiative to help enterprises solve their problems, and effectively respond to external uncertainties with the certainty of their own development.

  Zhejiang Province proposed to make every effort to stabilize foreign trade, and to move forward with the "stable development, tuning and optimization" combination of measures according to the times, situations and local conditions to accelerate the implementation and reserves of policies. Make full use of national policies such as "two new" and unswervingly implement special actions to boost consumption, ensure that relevant policies are implemented as soon as possible, create a good consumption environment, and promote consumption quality improvement and upgrading. Do everything possible to expand effective investment, accelerate the construction of major projects, focus on manufacturing investment, increase investment and increase investment by local enterprises, promote real estate to stop falling and stabilize, and continuously optimize the investment structure and improve investment efficiency.

  Hubei Province proposed to adhere to the principle of "making efforts to stabilize growth on both sides of supply and demand", and to do its best to "stabilize demand" on the one hand, boost consumption with greater efforts, continuously expand effective investment, and strive to stabilize the basic foreign trade; and to effectively "optimize supply" on the other hand, it is necessary to guide enterprises to vigorously carry out product technology innovation, business model innovation and business management innovation, and reconstruct the quality and efficiency of enterprises participating in domestic and foreign market supply, and vigorously promote the government's own functions, management innovation and service transformation, and strive to optimize the supply of public products and services.

  Sichuan Province proposed to promote industrial growth, take multiple measures to stabilize the growth momentum of industries with large proportion and fast growth, promote industrial projects to achieve production and efficiency as soon as possible, and promote more enterprises to improve quality. Strengthen precise support for different types of foreign trade enterprises to help explore emerging markets and integrate domestic and foreign trade. "One Industry, One Policy" supports industries such as artificial intelligence, green hydrogen, commercial aerospace, and atomic manufacturing, and accelerates the cultivation and development of new quality productivity.

  Liu Xiangdong believes that in the face of increasing external uncertainty, we must make good use of more active fiscal policies and moderately loose monetary policies in the second quarter, focus on stabilizing employment, enterprises, markets, and expectations, and continue to play a role in taking the lead in consumption, investment and foreign trade, and respond to the uncertainty of sharp changes in the external environment with the certainty of high-quality development.
